Frederick County Fire & Rescue (FCDFRS) arrived to a vehicle on its roof on 24 Winchester St in Downtown Frederick at approximately 8:31 am on Thursday morning.

One patient was evaluated but refused transport to the hospital, according to a report by the Frederick Scanner.
