The building on 311 N Market St has remained vacant since 1998 and is locally known as ‘Carmack Jays’—referencing the original tenant, Carmack Jay’s Supermarket. The property served as a grocery store from the late 1950’s until 1998 when the last tenant, Tesoro’s Food Markets closed.

The proposed project by Douglas Development would add eight townhomes on 4th Street, a podium building with 114 apartment units, and over 3,000 square-feet of retail space. Site plans also include over 170 parking spaces both on-grade & underground.

The plans would still need Frederick City Planning, Parking, and Economic Development Department reviews in addition to public input before approval. The developer lists an anticipated completion date of 2026.
