Per Frederick County Fire & Rescue:

Earlier this afternoon FCDFRS crews were dispatched to reports of a vehicle accident with rollover and entrapment at the on ramp from Rt15NB to I70EB. First units on scene found a wood chipper truck had struck a dump truck and overturned. The dump truck driver was outside the vehicle performing repairs when the collision occurred resulting in him becoming pinned between the dump truck and the guard rail. The adult male patient was extricated, transported to Trooper 3 at the Frederick hangar, and flown to Shock Trauma.
